Spatially-balanced sampling using RRQRR

Software environment:   

     The software was written as a Geoprocessing toolbox, written in Python (v2.1) and tested using ArcGIS v9.1, Service pack 2. The Spatial Analyst license is required to run the tools. Please note that these tools will not run on ArcGIS 9.2. A paper has been written about RRQRR:
